• <br />• <br />• <br />AGENDA ITEM 3A <br />STAFF ORIGNINATOR: Gordon Heitke, City Administrator <br />MEETING DATE: July 24, 2006 <br />TOPIC: Request to Use City Property for Blue Heron Days Carnival <br />VOTE REQUIRED: 3/5 <br />BACKGROUND <br />The Blue Heron Days Committee is requesting use of the city -owned property, adjacent and <br />south of the American Legion, to be the site of a "kiddie" carnival, to operate in conjunction <br />with Blue Heron Days. The site will be used for this purpose August 18th through the 20th. <br />Specific information on proposed hours of operation, parking, sanitation and security is <br />addressed in the attached letter of request. <br />Staff has been in contact with the League of Minnesota Cities Insurance Trust and our <br />insurance agent to determine appropriate insurance requirements of the carnival firm, <br />performers and festival sponsors to minimize any liability exposure to the City. <br />RECOMMENDATION <br />Should the Council find it acceptable to grant permission to use city property for the carnival, <br />staff is recommending the approval conditioned upon receipt of insurance certificates from all <br />parties in the form recommended by LMCIT and the city's insurance agent. <br />ATTACHMENTS <br />1.
