• <br />• <br />• <br />CITY COUNCIL WORK SESSION AUGUST 7, 2006 <br />DRAFT <br />1 CHARTER AMENDMENT <br />2 <br />3 City Administrator Heitke stated the City Council was presented with a petition with <br />4 more than 500 signatures at its September 26, 2005 meeting. The petition requested that <br />5 the City Council place the question of whether "to not allow City Council Members <br />6 (including the Mayor) to also be members of the Lino Lakes Charter Commission" on the <br />7 November 2006 election ballot. <br />8 <br />9 City Administrator Heitke advised the Charter Commission discussed the proposed <br />10 amendment at their April 13, 2006 and July 13, 2006 meetings. The Charter Commission <br />11 has proposed a revised amendment that includes the statement "However, one member of <br />12 the Council may serve as a non - voting liaison to the City Charter Commission ". <br />13 <br />14 The Council directed staff to obtain an opinion from the City Attomey regarding the <br />15 recommended revision. This item will appear on the next Council work session agenda. <br />16 <br />17 Mr. Bob Bening, author of the proposed amendment and petition, stated he does not have <br />18 a problem with the revision recommended by the Charter Commission. However, he <br />19 would prefer the amendment be placed on the ballot to be voted on by residents. <br />20 <br />21 HISTORICAL DOCUMENTS <br />22 <br />23 City Administrator Heitke provided the background relating to historical documents of <br />24 the City noting that very early documents of the City were found in a safe when an old <br />25 building was torn down. Those documents are not in the possession of the City. If an <br />26 individual is holding onto those documents staff believes the City should make an effort <br />27 to recover them. <br />28 <br />29 The Council directed staff to draft a letter to the individuals requesting they work with <br />30 staff to return the originals to the City and obtain copies for themselves. The Council <br />31 also indicated the City needs to ensure there is a safe place to store and preserve the <br />32 original documents. <br />33 <br />34 PRIOR COMPREHENSIVE PLAN COSTS <br />35 <br />36 City Administrator Heitke distributed a breakdown of costs per year by vendor related to <br />37 the last comprehensive planning process totaling $211,171.41. <br />38 <br />39 City Administrator Heitke also advised information regarding the Financial Work Session <br />40 will be distributed tomorrow via email. <br />41 <br />42 The meeting was adjourned at 7:35 p.m. <br />43 <br />44 These minutes were considered, corrected and approved at the regular Council meeting held on <br />45 August 28, 2006. <br />2 <br />
