The Preserve <br />page 6 <br />411 Discussion of Outlots C and D is found above under the `Conservation Development' heading. <br />• <br />• <br />Streets, Access: The comprehensive plan for the community includes this site as an area to <br />be developed. Two roads — Kildeer Drive and Pheasant Run —are stubbed to it in previous <br />developments. Municipal water and sewer are stubbed in both streets. The proposed project <br />would extend both of these roads to serve the two separate areas of the site. Pheasant Run would <br />be planned to extend into the land to the west when that develops, creating an access to Old <br />Birch St. <br />Goals and policies of the comprehensive plan include a street system that connects rather than <br />isolates neighborhoods. This serves to create a better sense of community and provides multiple <br />access routes for emergency services. The long range vision includes connections through to <br />Old Birch St. and to the Foxborough project to the southwest. This, in turn, provides local <br />access to West Shadow Lake Drive and 62nd St., two local collectors. <br />As currently proposed, the project would add 13 new homes on Kildeer Drive and 18 new homes <br />on Pheasant Run. This will not overburden the roadways. When and if Pheasant Run extends <br />west to the adjacent property, traffic generated by new development will go both directions. <br />The right of way width for the internal streets is 50 feet. This is less than the normal 60 feet. <br />The pavement width also is reduced to 28 feet rather than the standard 36 (face of curb to face of <br />curb). These are two more ways of increasing the open space in the project: narrowing the <br />rights of way allows for more open space behind the lots. The narrower pavement reduces <br />impervious surface. The PUD standards specifically allow the pavement to be reduced in this <br />way. Parking will be allowed on one side of the street only to ensure access by emergency <br />vehicles. <br />The plans include a temporary cul de sac at the western end of the Pheasant Run extension. <br />When the property to the west is developed, the street would be extended and the cul de sac <br />removed and vacated. <br />The Kildeer Drive extension will curve a little to the west to provide for more useable land for <br />lots on the east side of the road. These lots have the large pond to the east. Wet prairie <br />restoration will occur on the west side of the pond and the area will be within a conservation <br />easement. <br />Utilities: City water and sanitary sewer service will connect to existing facilities to the <br />north. One "arm" of the project will connect to Kildeer Drive facilities, the other arm will <br />connect to those in Pheasant Run. A water loop will connect the two. <br />One extremely important aspect of this project is that the City needs a new well. The plat <br />includes that site as Outlot A. This well site adjoins the existing Birch Park, the site listed for the <br />well in the City's comprehensive water system plan. Outlot A would be deeded to the City as <br />part of this project. <br />
