It is recommended that an elected <br />member of each governmental unit in this JPA attend at least the annual meeting of this <br />Organization, (January meeting) to view the progress of the last years events of the <br />Organization and to give guidance on what might occur in the next year. <br />Subdivision 3. Attendance at Budget meetings. The annual budgets (Operating and <br />Capital Improvements) of this Organization will be prepared by July 1 of each calendar <br />year. It is important that each governmental unit in this JPA have an elected member of <br />each governmental unit present at budget meetings held before this date to represent the <br />interests of residents of each city or township when the monies are allocated for operation <br />of and for projects planned by this Organization. <br />Subdivision 4. Capital projects. A list of proposed capital projects will be prepared by <br />the VLAWMO board by July 1 of each year. Each governmental unit is advised to <br />carefully review this list and provide feedback within the time period allocated. <br />Subdivision 5. Yearly JPA elected member meetings. The JPA members may want to <br />schedule a yearly meeting to discuss items decided by the VLAWMO Board and the <br />effect on the JPA members and the taxpayers they represent by these actions. The time <br />and place for such a meeting shall be determined by the JPA members. The agenda for <br />this meeting and any voting privileges shall be determined by the JPA members. <br />SECTION VI <br />DURATION OF THIS JOINT POWER AUTHORITY <br />Subdivision 1. Duration. Each governmental unit, in this JPA, agrees to be bound by <br />the terms of this Agreement until January 1, 201A, and that it may be continued thereafter <br />at the option of the parties to this Agreement. <br />Subdivision 2. Termination. This Agreement may be terminated in accordance with <br />M.S. chapter 103B. <br />Subdivision 3. Petition to Dissolve. Any governmental unit in this JPA may petition the <br />VLAWMO Board to dissolve this Agreement. This petition shall be in the form of a <br />resolution from that governmental unit. Upon 60 days notice, in writing, to the clerk of <br />each governmental unit in this JPA and the Board of Water and Soil Resources, the <br />VLAWMO Board shall hold a hearing and upon favorable vote of four or more of the <br />Board of Commissioners, the Board may by resolution recommend that the Organization <br />be dissolved. <br />The resolution adopted shall recognize that the governmental units of the Organization, <br />jointly or severally, are willing and able to assume ownership of the Organization's assets <br />and the responsibility for managing and maintaining the Organization's projects as <br />necessary to accomplish the purposes of M.S. chapter 103B and implement the watershed <br />1 Version: 6-14-06, 12 <br />I Deleted: 5 <br />
