Consensus statements (Straw voting): <br />7— 7:30 <br />PM <br />• <br />• <br />The water resources, lakes, wetlands, creeks and <br />groundwater within VLAWMO are very <br />important to the residents of the watershed. <br />II. VLAWMO has a unique role as the management <br />organization for the watershed of a public water <br />supply. Management standards for the High <br />Priority water, those with a direct hydrologic <br />connection to the Vadnais Lake reservoir, should <br />reflect this stewardship role. <br />III. Operational funding for the watershed should be <br />paid for by the property owners of the watershed <br />as is consistent with other watershed areas around <br />the metro area. <br />IV. Capital Improvement Project (CIP) funding could <br />appropriately be secured through a variety of <br />sources. <br />a. Storm water utility fees (through the <br />communities or through VLAMWO) <br />b. Grants from agencies /other <br />c. Special assessments by Subwatershed <br />d. Watershed wide assessments or tax levies <br />e. Contributions / donations / other <br />V. The Joint Powers structure of water management <br />is the structure of choice for the Vadnais Lake <br />Area watershed. <br />VI. The Saint Paul Regional Water Service has a <br />responsibility to help fund the operational budget <br />of VLAWMO. <br />VII. <br />All agreed <br />There was agreement, but <br />discussion on whether the <br />drinking water supply drives <br />stricter standards <br />Agreed. Some discussion of <br />special assessments and / <br />unique funding formulas. <br />Agreed.
