• <br />• <br />• <br />dal <br />WORK SESSION ITEM B <br />STAFF ORIGINATOR: Paul Bengtson <br />MEETING DATE: September 25, 2006 <br />TOPIC: Screening Plan <br />Pomp's Tires <br />7385 Apollo Court <br />BACKGROUND <br />Izzlo <br />On January 23, 2006 the City Council approved the Pomp's Tires facility at 7385 Apollo Court. <br />As part of this approval, the developer was required to meet all screening requirements of the <br />zoning ordinance. <br />The building is significantly complete and after an inspection of the partially installed <br />landscaping by city staff this past week, it became very apparent that the previously approved <br />landscape plan was going to fall short of meeting the screening requirement of 6 feet of <br />screening materials (be it berm, landscaping, fence, or a mixture thereof) with an opacity of 80% <br />at time of installation. <br />City staff met with representatives from Pomp's Tires to discuss this situation and as a result the <br />developer submitted a revised screening plan for the property. This revised screening plan <br />includes a cedar screening fence along the non - bermed portion of the western property line. This <br />is augmented with landscaping materials on the outside and inside of the fence. On the berm the <br />developer has added a hedgerow of 125 arborvitaes measuring 3.5 feet in height. This revised <br />plan clearly meets the letter and intent of the screening requirements of the zoning ordinance. <br />Staff was also able to meet with the resident at 7381 Jon Avenue, directly west of the site, in <br />regards to this revised plan and it seemed to address most of his concerns with the landscaping of <br />the site. <br />Staff brought these plans forward to the Council due to the lengthy discussions about the <br />landscaping for the project. The developer will begin installation of the improvements upon <br />concurrence by the council. The developer has agreed to complete all improvements within sixty <br />days, and staff will withhold development securities put forth for the performance agreement in <br />the amount of the improvements until such time that they are completed. <br />
