4.0 Traffic Analyses <br />The questions presented earlier are addressed next. <br />Q: Is the proposed development access plan feasible and will it provide adequate traffic <br />operations? <br />As previously stated, access to the development would be provided by a local street with one <br />connection at the south end of the property to CSAH 14 and one connection at the north end of <br />the property to Pine Street. The first step in assessing the feasibility of the proposed access plan <br />is to identify the applicable access spacing guidelines in the vicinity of the project. The <br />following sections address each access individually. <br />CSAH 14 Access <br />The County's access spacing guidelines are based on roadway functional classification and area <br />type. CSAH 14, within the study limits, is functionally classified as a "Principal Arterial ". <br />Considering the surrounding area and the 40 mile per hour speed limit on CSAH 14 at the <br />proposed development access, the most applicable area type for this roadway section is <br />"urbanizing ". The Anoka County access spacing guidelines published in the Anoka County <br />Highway Department Development Review Process (Dec. 2003) are; 1/2 -mile (2640 feet) for <br />primary full movement intersections, 1/4 -mile (1320 feet) for conditional secondary <br />intersections, and 1/2 -mile (2640 feet) signal spacing for a principal arterial in an urbanizing <br />area. <br />A secondary source of access guidance for CSAH 14 is the TH 212 /CSAH 14 Access <br />Management Study (1999). This study provides an access management plan for the TH <br />242 /CSAH 14 corridor that promotes management consistent with the routes function (principal <br />arterial) and the mobility needs of the region. Guidance provided in this secondary source differs <br />only in the spacing of the secondary intersections, indicating 1/6 -mile (880 feet) as <br />recommended spacing for secondary intersections. The access management study identifies <br />these secondary intersections as right - in/right -out only. <br />The access management study identified the following existing locations along CSAH 14 as full - <br />movement intersections: <br />• CSAH 14/4`h Avenue North <br />• CSAH 14/Wood Duck Trail <br />• CSAH 14 /CSAH 23 (Lake Drive) <br />
