Nature's Refuge Development <br />Phase I Archaeological Survey and Architectural History Assessment <br />Page 1 <br />1.0 INTRODUCTION <br />During May of 2006, The 106 Group Ltd. (The 106 Group) conducted a Phase I <br />archaeological survey and architectural history assessment for the Nature's Refuge <br />Development project. The proposed project consists of the construction of 278 <br />residential houses on varying sized lots surrounded by a nature conservation area. The <br />survey was conducted under contract with Oakwood Land Development. The project <br />will require completion of an Environmental Assessment Worksheet (EAW). This report <br />is intended to provide preliminary cultural resources information for completion of the <br />EAW and to assist in future compliance requirements under federal and state law. <br />Furthermore, this project will require a United States Army Corps of Engineers (USACE) <br />wetland permit and, therefore, must comply with Section 106 of the National Historic <br />Preservation Act of 1966, as amended. Because there is federal involvement in this <br />project, consultation with and between the USACE and Minnesota State Historic <br />Preservation Office (SHPO) will be required. <br />The project is located in the E 1/2 of Section 5, Township 31N Range 22W, City of Lino <br />Lakes, Anoka County, Minnesota (Figure 1). The UTM coordinates for the project area <br />are Zone 15, northeast corner: E 492077 N 5006163; southeast corner: E 491990 N <br />5005113; southwest corner: E 491227 N 5004607; and northwest corner: E 491262 N <br />5005792. All UTM coordinates were obtained electronically through the use of <br />Topozone (http: / /www.topozone.com). <br />The purpose of the Phase I archaeological investigation was to determine whether the <br />project area contains previously recorded or unrecorded intact archaeological resources <br />that may be potentially eligible for listing on the National Register of Historic Places <br />(NRHP). The purpose of the architectural history assessment was to identify any historic <br />buildings or structures within the study area of the Nature's Refuge Development project <br />that require further investigation in order to determine their potential eligibility for listing <br />on the NRHP and to eliminate those properties that are clearly not eligible. <br />Due to the proximity of the project area to the Rice Creek Chain of Lakes Archaeological <br />District, a Phase I archaeological investigation was deemed necessary. The area of <br />potential effect (APE) for archaeology is the same as the project area and includes all <br />areas of proposed construction activities or other potential ground disturbing activities <br />associated with construction of the Nature's Refuge Development (Figure 1). The Phase <br />I archaeological investigation consisted of a review of documents of previously recorded <br />sites within one mile (1.6 kilometers) of the project area and of previously conducted <br />surveys within the project area, as well as a Phase I archaeological field survey to identify <br />any intact archaeological sites within the APE. The archaeological survey consisted of a <br />visual reconnaissance of the entire project area to identify areas of high potential for <br />containing intact archaeological sites and shovel testing in high potential areas with poor <br />ground surface visibility.
