• <br />Memorandum <br />Date: September 7, 2006 <br />To: Stephanie McNamara <br />From: Gordon Heitke <br />Re: VLAWMO JPA <br />The Lino Lakes City Council discussed the VLAWMO draft joint powers agreement at <br />its September 6 work session. As you may recall, the Council has had three areas of <br />concern in the past — a lack of a water management plan, ongoing governance issues and <br />discussions which seem to divert the focus of the agency from its water resource <br />management purpose, and a lack of funding necessary to support a more effective agency <br />work plan. <br />While a draft water plan has been completed and the draft JPA attempts to resolve some <br />of the past governance issues, the City Council is very concerned that the inadequate <br />funding problem remains unsolved. Therefore, the past position of the Lino Lakes City <br />Council that the VLAWMO should be merged with the Ramsey - Washington Metro <br />Watershed District remains unchanged. <br />Should the VLAWMO be continued and the City of Lino Lakes remain a member, the <br />City requests that the term of the new JPA be two years and that within the two year <br />period, the source of funding future annual operating budgets be changed from <br />contributions by each member government unit to a VLAWMO special tax levy or a <br />VLAWMO storm water utility fee. <br />
