Nature's Refuge is a conservation development project located in the City of Lino Lakes on Highway 14, consisting of 278 proposed residential lots on 100 acres and 132 acres of conservation area, which will be restored and maintained under a permanent conservation easement. The project will utilize City sewer and water services. b. Give a complete description of the proposed project and related new construction; Attach addriZtliff etsii necessary. Indicate the timing and duration of construction activities. .,..,W, , :...,.v, nof Overview Nature's Refuge is a proposed conservation development that will create a new residential subdivision combined with a wetland conservation area in the City of Lino Lakes. The subdivision will provide additional housing capacity in the form of an infill development. The conservation area will restore and preserve valuable natural resources by combining residential development with a large, high- quality existing wetland complex containing rare plant species and communities. The project relies upon a strategy to create a nature preserve by enhancing (through restoration and active management) a large area of higher -quality wetland as compensation for filling a smaller acreage of lower - quality wetland. Site Description The proposed project site is located on Main Street (County Highway 14) in the City of Lino Lakes, west of County Highway 23, and east of Wood Duck Trail (see attached maps, Figures 1 and 2). It is bounded by Main Street to the south, Pine Street to the north, and existing residential neighborhoods to the east and west. Access can be gained via a dirt field road entrance from Main Street west of Lino Lakes Elementary School. The 232.08 -acre, irregularly shaped property occupies most of the E' /2 of Section 5. The Applicants propose to include a small portion of the SW1/4 of the NW1/4 of Section 4, Township 31N, Range 22W, which is a 17.6 -acre publicly owned parcel known as Woolan's Park. The park land is included in this proposal as part of the conservation area to be restored and managed because it is contiguous with the wetland/woodland complex existing on the privately owned land. The City Comprehensive Plan guides the site for Low - Density, Sewered Residential and Park land uses. The northeastern portion of the site was previously platted under an earlier proposed development, but it will be re- platted if this project goes forward.
