Environmental Assessment Worksheet <br />Nature's Refuge Conservation Development <br />Lino Lakes, Anoka County, Minnesota <br />Draft Document — September 25, 2006 <br />Page 5 <br />The restoration and management plan will take into account economic variables and constraints, and incorporate <br />cost - effective restoration strategies which invest significant economic resources in the early stages of the plan, and <br />transition to minor investments in the long -term. The restoration and management plan for the conservation areas <br />will be implemented in three phases. The initial phase will occur from Year 1 to Year 3, and will involve: 1) pre - <br />restoration survey to determine baseline vegetation conditions; 2) intensive methods of vegetative restoration, such <br />as tree and brush cutting, herbicide application, mowing, soil scarification, soil- surface scraping, and prescribed <br />burning; 3) collection and distribution of native plant seeds; 4) establishment of permanent monitoring plots; and 5) <br />placement of hydrologic monitoring wells. Most work will be conducted manually, but cutting and removal of <br />woody vegetation, mowing, scarification and scraping will be done with Bobcat track machines, chainsaws and <br />brush cutters. <br />The second phase will involve the same types of activities as the first phase, except that removal of woody <br />vegetation and soil- disturbing activities should no longer be necessary. In general, restoration activities will <br />decrease in frequency and number over time, as the community becomes more progressively restored to a desirable <br />condition. Hydrological and botanical monitoring will be maintained at a consistent level from project start through <br />the fifth year. <br />The third phase will be the long -term maintenance /preservation phase. Management activities during this phase will <br />be similar to those conducted in the previous phase, but only on occasion, as needed to ensure the long -term <br />preservation of the natural resource values of the conservation areas. <br />.
