Environmental Assessment Worksheet
Nature's Refuge Conservation Development
Lino Lakes, Anoka County, Minnesota
Draft Document — September 25, 2006
Page 19
22. Vehicle- related air emissions. Estimate the effect of the project's traffic generation on air quality, including
carbon monoxide levels. Discuss the effect of traffic improvements or other mitigation measures on air quality
impacts. Note: If the project involves 500 or more parking spaces, consult EAW Guidelines about whether a
detailed air quality analysis is needed.
The attached traffic analysis report indicates that the CSAH 14 /CSAH 23 intersection is currently approaching
capacity and will experience excessive delays, even under a No -Build scenario. These delays will increase upon the
addition of the proposed development traffic. Thus, the report recommends the placement of a traffic signal at this
intersection. Assuming that the recommended traffic signal is installed, the planned transportation improvements
associated with the Nature's Refuge project are expected to adequately manage the traffic demand and eliminate
significant delays and congestion, the primary cause of traffic air quality impacts. If turn lanes are added to CSAH
14 (to be determined) where this project's access point is located, this will have the effect of minimizing the
potential for creating concentrations of vehicle - related emissions, such as carbon monoxide. The current
concentration of carbon monoxide in the immediate area is low. Concentrations are expected to be the highest at
intersections with poor levels of service that cause regular vehicle idling. Additional information regarding level of
service is contained in the response to Question 21 above.
23. Stationary source air emissions. Describe the type, sources, quantities and compositions of any emissions
from stationary sources of air emissions such as boilers, exhaust stacks or fugitive dust sources. include any
hazardous air pollutants (consult EAW Guidelines for a listing) and any greenhouse gases (such as carbon
dioxide, methane, nitrous oxide) and ozone.- depleting chemicals (chloro- fluorocarbons, hydrofluorocarbons,
perfluorocarbons or sulfur hexa#iuoride). Also describe any proposed pollution prevention
proposed air pollution control devices. Describe the mpacts on air quality.
ration techniques and
This project does not involve any stationary sources of air emissions such as boilers, exhaust stacks, or fugitive dust
sources. Like other single - family residential subdivisions, it is not anticipated that this project will produce
hazardous air pollutants, greenhouse gases, or ozone depleting chemicals.
24. Odors, noise and dust. Will the project generate odors, noise or dust during' construction or during operation?
Yes'' _No If yes, describe sources, characteristics, duration; quantities or "intensity and any proposed
measures to mitigate adverse impacts. Also identify locations of nearby sensitive receptors and estimate impacts'
on them. Discuss potential impacts on. human health or q»ality of life. (Note' 'fugitive dust generated by
operations may be discussed at item 23 nstead ofhere.)
Noise and dust will be generated at various times by construction activity. The large amount of imported fill
material needed will require approximately 3920 truckloads to be brought in to the site each year for about four
years. This level of truck traffic will be noticeable in the area and may generate somewhat higher levels of noise
and dust in the immediate vicinity of the construction zone. Water will be applied to exposed soils during dry
weather to mitigate dust movement. The hours of construction will be limited according to the City of Lino Lakes
and State of Minnesota noise regulations. City practice is to limit construction to 7:00 am to 7:00 pm Monday
through Friday, 9:00 am to 5:00 pm Saturday, with no construction on Sundays or federal holidays.
Residential neighborhoods and an elementary school are in the immediate vicinity of the project site. There are 22
existing residences and the school site within 100 feet of the site. The above measures will be employed to
minimize inconveniences to them.
