402. Sanitary Sewer System <br />402.01 General Operation. The city municipal sanitary sewer <br />system shall be operated as a public utility and convenience from <br />which revenues will be derived, subject to the provisions of this <br />section. <br />402.02 Connections with Sewer Required. Any buildings used <br />for human habitation or for human occupancy, including all business <br />buildings, unless specifically exempted by the council on the <br />grounds that no human beings occupy or use such buildings and no <br />sewage wastes are generated therein, located on property adjacent <br />to a sewer main, or in a block through which the system extends, <br />shall be shall be required to petition for sanitary sewer service <br />and to connect thereto when their present on -site sewage system <br />fails. The owner of such property shall pay all assessments for <br />sanitary sewer in accordance with Lino Lakes assessment policies. <br />No permits will be granted for reconstruction or existing on -site <br />systems when city sanitary sewer service is available to such <br />property. <br />Agricultural buildings hereafter constructed within the city <br />on property adjacent to a sewer main or in a block through which <br />the system extends, shall be provided with a connection to the <br />municipal sanitary sewer system for the disposal of all human <br />wastes. <br />If water service is also available to the property, a petition <br />for and a connection to the water system shall also be required and <br />the owner of such property shall pay all assessments in accordance <br />with the Lino Lakes assessment policies. (402.02 was amended by <br />Ordinance No. 07 - 92 passed May 11, 1992) <br />402.03 Supervision. The city plumbing inspector shall <br />supervise all house sewer connections made to the municipal <br />sanitary sewer system and all excavations for the purpose of <br />installing or repairing the same and all persons doing or causing <br />such work to be done shall notify the city of the schedule for such <br />work to allow for supervision. <br />402.04 Permits, Licenses, Fees, Bond and Insurance. <br />Subdivision 1. Application. Any person desiring to make <br />connection to the municipal sanitary sewer system shall apply to <br />the city for a permit for such connection. The application shall <br />be submitted on blanks furnished by the city and shall be <br />accompanied by plans, specifications and such other information as <br />is required by the city to evaluate the application, together with <br />a permit and inspection fee of $75.00. All costs and expenses <br />incident to the installation and connection shall be borne by the <br />owner and the owner shall indemnify the city for any loss or damage <br />that may, directly or indirectly, be occasioned by the installation <br />of the sewer connection including restoring streets and street <br />surfaces. <br />84 <br />
