•
AGENDA ITEM 6.G.
STAFF ORIGINATOR: Paul Bengtson
MEETING DATE: November 13, 2006
TOPIC: Resolution Number 06 -182
Variance Request
Lot Area, Lot Width, Lot Depth and Road Frontage requirements
St. Paul Regional Water Services
BACKGROUND
St. Paul Regional Water Services has requested approval of variances for required road frontage, minimum lot
area, minimum lot depth, and minimum lot width to allow the division of the subject sites by a future
administrative minor subdivision. The attached location map designates the sites as parcels 1 — 4, and 16 on
Peltier Lake and parcels 6, 14, and 15 on Centerville Lake, and these designations will be used throughout this
report to differentiate the sites. The city granted similar variances for other St. Paul Regional Water Service's
parcels in 2004. The intention of the application is to allow the shoreland parcels to be divided in the future (via
minor subdivision) and sold to adjacent property owners for combination into existing parcels. Additionally,
the City of Centerville is purchasing a portion of the land within parcel 14 for park development.
ANALYSIS
.Comprehensive Plan, Land Use and Zoning: The table below identifies the existing land use and zoning
as well as guided land uses for the area.
Location
Existing Land
Use
Guided Land Use
Existing Zoning
Parcel 16 (Peltier Lake)
Vacant
Low Density Sewered Residential
R (Rural)
Parcel 1 (Peltier Lake)
Vacant
Low Density Unsewered Residential
R (Rural)
Parcel 2 (Peltier Lake)
Vacant
Public / Semi Public
R (Rural)
Parcel 3 (Peltier Lake)
Vacant
Public / Semi Public
R (Rural)
Parcel 4 (Peltier Lake)
Vacant
Public / Semi Public &
Low Density Sewered Residential
R (Rural)
Parcel 6 (Centerville Lake)
Vacant
Undesignated
Undesignated
Parcel 14 (Centerville Lake)
Vacant
Public / Semi Public
R -1 (Single Family Residential)
Parcel 15 (Centerville Lake)
Vacant
Public / Semi Public
R -1 (Single Family Residential)
North
Vacant &
House of Worship
Low Density Sewered Residential &
Low Density Unsewered Residential
Rural
South
Vacant &
Single Family
Low Density Sewered Residential
R -1 (Single Family Residential)
East
_
Single Family &
Agricultural
Low Density Sewered Residential &
Low Density Unsewered Residential
R- 1(Single Family Residential) &
R (Rural)
West
Lake
N/A
N/A
The designation of some of these parcels as Public / Semi- Public will delay the completion of the land transfers
with the adjacent residents, as the city will need to amend the Comprehensive Plan to change these parcels to a
