• <br />• <br />• <br />FINAL —11 /6/06 (11/14/06) tnw <br />5) Describe the effect of the plan on existing drainage systems; <br />6) Describe conflicts, if any, between the watershed plan and existing plans of governmental <br />units; <br />7) Establish a procedure providing for citizen and technical advisory committees or other <br />means of public participation; <br />8) Set forth an implementation program consistent with the management plan, which <br />includes a capital improvement program and standards and schedules for amending the <br />comprehensive plans and officials controls of governmental units in the watershed to <br />bring about conformance with the watershed plans; and <br />9) Set out a procedure for amending the water plan. <br />The Plan shall be subject to the appropriate governmental unit review as required by the Act. <br />Subdivision 6. Local Water Management Plan. After the adoption of a new or revised <br />watershed management plan, each Member and any other local government unit within the Area <br />shall review its local water management plan for changes needed for it to be consistent with the <br />new or revised Watershed Management Plan. The local water management plan must include: <br />1) a description of the existing and proposed land uses <br />2) definition of drainage areas, including the volumes, rates and paths of stormwater runoff <br />3) identification of areas and elevations for stormwater storage, <br />4) description of water quality efforts which may be needed to implement the plan, <br />5) an implementation program including official land use of developmental controls and a <br />capital improvement program if needed. <br />After consideration, but before adoption of a new or revised local water management plan by the <br />governmental unit, each Member or any other governmental units in the Area shall submit its <br />water management plan to the Board. The Board shall within sixty (60) days approve or <br />disapprove the plan or parts thereof. If the Board fails to complete its review within the <br />prescribed period, and unless an extension is agreed to by the Member or other local <br />governmental unit, the local plan shall be deemed approved consistent with applicable state laws. <br />Subdivision 7. Dispute Resolution for Water Plan Improvements Initiated. Appeals of <br />Wetland Conservation Act decisions shall follow the procedure outline in MN Rules Chapter <br />8420.0250. <br />Subdivision 8. Appeals of Decisions and Recommendations of the Commission. Members <br />shall comply with Commission's determinations as to the force and effect of the Watershed <br />Management Plan, the Local Water Management Plans and any cost allocations for <br />improvements initiated pursuant to these plans. <br />Any governmental unit which disputes a determination of the Commission as to force and effect <br />of the Watershed Management Plan, any Local Water Management Plan, or the cost allocations <br />for improvements, initiated pursuant to these plans, may appeal the recommendation or decision <br />to the Board of Directors within thirty (30) days. <br />Should the appeal not be completed to the satisfaction of all parties, a party may submit the <br />dispute to arbitration. Arbitration shall be conducted in the following manner: <br />1) A governmental unit shall have thirty (30) days from the determination date by the Board <br />of Directors to submit a dispute to arbitrate; <br />
