• <br />• <br />• <br />WS — Item 7 <br />WORK SESSION STAFF REPORT <br />Work Session Item 7 <br />Date: Council Work Session, February 4, 2008 <br />To: City Council <br />From: Michael Grochala <br />Re: 2008 Comprehensive Plan Process Update <br />Background <br />At the December 3, 2007 City Council work session staff presented the draft Land Use <br />Plan that was produced over the previous six months by the Comp Plan Advisory Panel. <br />The draft plan, in its current state, represents the "full build" plan for the City. The full <br />build plan represents development of the city well past the 2030 planning horizon of the <br />2008 update. However, planning for full build out is necessary in order to adequately <br />design the cities "system plans" including stormwater, sanitary sewer, water, storm water, <br />transportation, and parks /open space. The amount of land area guided for development <br />over the next 20 years will be dependent on infrastructure timing and growth <br />management objectives. The process of developing the staging plan will continue <br />through completion of the plan. <br />On Tuesday, December 4, 2007 the City hosted a Comprehensive Plan "Open House ", <br />which provided residents an opportunity to review and comment on the draft Land Use <br />Plan and other work products. The Open House was attended by 42 residents and <br />comments received were generally positive. Most notably the City was commended for <br />the collaborative work with the Rice Creek Watershed District. Staff did receive two <br />requests from residents for consideration of land use changes from low density residential <br />to medium density residential. Each of these requests will be evaluated with the drafting <br />of the comprehensive plan. <br />Staff is of the opinion that the plan satisfies the goals developed by the advisory panel, as <br />well as housing goals established by the council (attached). Additionally, the land use as <br />shown meets the Metropolitan Council directive of an average residential density of 3.0 <br />units per acre. <br />The following tables represents the acreage breakdown of the designated land use <br />districts. The percentages are based on the net developable acreage (upland) of <br />individual districts. As shown, the predominate land use category is low density <br />residential. <br />1 <br />
