Well qualified, promising <br />persons are recruited and <br />employed. <br />b. Employees are <br />appropriately placed, <br />contributing to a <br />high retention rate. <br />c. Supervisory techniques <br />motivate high performance. <br />d. Complaints to Council <br />are not common. <br />e. The organization is aware <br />of new trends in technology. <br />f.
