3. Peak Demands <br />a. Evaluate water rate structure. <br />b. Finance has submitted a revised water rate structure to promote <br />conservation. <br />Revisions to the water rate structure are currently being evaluated by <br />Springsted Financial, Inc. and staff. The goal of the evaluation of the water <br />rate structure is to determine a rate structure that promotes conservation <br />and is fiscally responsible. <br />Conservation goal la. is addressed by the attached draft ordinance xx -08. This <br />ordinance establishes a series of guidelines for the installation of lawn sprinkling / <br />irrigation systems. Currently the City does not monitor or issue permits for the <br />installation of irrigation systems. Ordinance xx -08 requires the installation of rain <br />sensors on all newly installed lawn sprinkler / irrigations systems and sets standards for <br />lawn sprinkler / irrigation installation. <br />Conservation goal lc. can be met by creating a informational web page similar to the <br />attached web page from the Metropolitan Council, which provides examples of some of <br />the content that can be place on the Lino Lakes Water Conservation Page. Water <br />Conservation information will also be placed in the quarterly newsletter and inserted with <br />water bills. <br />Conservation goal 2a. is addressed by the attached draft ordinance xx -08 amending the <br />Lino Lakes City Code. <br />Requested Council Direction <br />Staff is recommending implementation of phase one of the conservation goals above. <br />This would be: <br />1. Adding Ordinance xx -08. (Conservation Goal la.) <br />2. Further exploration of the possibility of implementing a rain sensor retro- <br />fit program. (Conservation Goal lb.) <br />3. Implementing a public education program through additional water <br />conservation related materials being placed on the City website, in the <br />quarterly City newsletter and attaching water conservation tips and facts <br />on utility bills. (Conservation Goal lc.) <br />4. Amending the City Code with Ordinance xx -08. (Conservation Goal 2a.) <br />5. Submit revised water rate structure that promotes conservation. <br />(Conservation Goal 3a,b.) <br />3 <br />
