Council Member Gallup seconded the motion. Motion carried on a voice vote. <br />PUBLIC SAFETY DEPARTMENT REPORT, DAVE PECCHIA <br />There was no report from the Public Safety Department. <br />PUBLIC SERVICES DEPARTMENT REPORT, RICK DEGARDNER <br />A) Consider 2°' Reading of Ordinance No. 06-08, Amending the Lino Lakes City Code, <br />Chapter 400, Water and Sewer, by amending subdivisions 1-4 under section 401.02, Use of <br />Water Restrictions to Authorized Persons — Engineer Studenski noted that a revised ordinance <br />has been forwarded to the council. The ordinance as originally and currently proposed would <br />restrict the time of day for lawn sprinkling between 10 a.m. and 6 p.m., since up to 60% of water <br />used for sprinkling during those hours is wasted through evaporation, etc. Under exceptions in the <br />ordinance, private owners using a private well have been exempted from both time of day and <br />odd/even restrictions. <br />Council Member Gallup moved to dispense with full reading of the ordinance Council Member <br />Stoltz seconded the motion. Motion carried on a voice vote. <br />It was noted that there has been much discussion at the council about water restrictions so <br />residents should know that the matter has not been taken lightly. The restrictions are part of the <br />larger plan to meet residents' water needs as well as conservation mandates as well as plan for <br />future infrastructure. There was discussion among the council about overburdening residents <br />with too many restrictions. Upon review, it is recognizable that certain restrictions (the time of <br />day restrictions proposed by this ordinance) are the ones that will save the most. It is hoped that <br />there can be continuing discussion about the odd -even restriction. Also there is interest in <br />hearing if water can be drawn from other than the aquifer. <br />Council Member Gallup moved to approve the 2nd reading of Ordinance No. 06 -08 as presented. <br />Council Member Stoltz seconded the motion. A roll call vote was taken. Motion carried as <br />follows: Yeas, 5; Nays, 0. <br />B) Consider 2" Reading of Ordinance No. 07 -08, Amending the Lino Lakes City Code, <br />Chapter 400 Water and Sewer, by adding Section 401.37 Lawn Sprinkler / Irrigation Systems <br />- Engineer Studenski explained that the ordinance before the committee will require the inclusion <br />of rain sensors with all new automatic irrigation systems as called for in the city's adopted Water <br />Emergency and Conservation Plan. By implementing this rain sensor installation, the city will be <br />able to save many gallons of water by not having irrigation systems running when not needed and <br />should reduce demand. Staff will follow up to provide a system permit and fee structure. <br />Council Member O'Donnell moved to dispense with full rearing of the ordinance Council <br />Member Stoltz seconded the motion. Motion carried on a voice vote. <br />Council Member O'Donnell moved to approve the 2nd reading of Ordinance No. 07 -08 as <br />presented. Council Member Gallup seconded the motion.
