WS — Item 4 <br />WORK SESSION STAFF REPORT <br />Work Session Item 4 <br />Date: Council Work Session, May 5, 2008 <br />To: City Council <br />From: Gordon Heitke <br />Re: Clarification of Commitment /Expenditures for Blue Heron Days <br />Background <br />In September of last year the City Council approved Resolution 07 -146 designating a <br />portion of the returned Memorial Hospital District funds for Blue Heron Days. At the <br />time it was anticipated that these funds would be used for parade float maintenance, <br />parade entry fees, ambassador program registration fees, ambassador attire (crown, sash, <br />gown), etc. While some of these expenditures have established organizations responsible <br />for the activities (such as the Winter Carnival parade and the Aquatennial event), the <br />Blue Heron Days and, in particular, the ambassador program, have no established entity <br />which is responsible for the activities associated with this function. Lynn Bergman has <br />been acting in the capacity of Lino Lakes Ambassador Program Director. <br />Requested Council Direction <br />Staff is requesting that the City Council clarify its action to provide this funding by <br />designating individuals and/or associations it authorizes to receive and expend these <br />funds and the purpose of the expenditure. The individuals, associations and functions <br />listed above are examples of the designations and clarifications we are seeking. <br />1 <br />
