be a financial burden that many people could not bear, given the current <br />economy and the possibility of it getting worse before it gets better. <br />I would like to propose that the wording be changed to require that the <br />ellowner be present, in visual and verbal contact, and that the animal be <br />nder control of the owner when out of doors and not otherwise confined <br />by <br />fencing or kennel. This would still allow law abiding owners to be able <br />to <br />be in the presence of their dogs, out of doors, without having to leash <br />the <br />animal. <br />1 also would like to propose that the consequences of not controlling <br />the <br />animal be more severe. <br />1 am appreciative of the effort and thought that has been put into the <br />proposed ordinance, especially the protection (from abuse) of the animal <br />that it offers.
