Sgt. Mike Rumpsa started his training to become certified in <br />emergencyt anagement while_Chief Dare Pecchia and Captain Kent Stregc maintained their <br />certifications as emergency managers. The police department is responsible for completing and <br />updating the emergency plan to incorporate. the Homeland Security- challcnges. <br />The Lino :Lakes Police Department continues to participate in training and drills with other <br />agencies that Would be likely to respond to actual emergencies in the city. The process of de- <br />signing, exeenting_and evaluating drills allows participating agencies to test their current level <br />of readiness as well as define areas that need improvement. The utilization of outside observers <br />ensures tliat we will get a realistic picture of our Lthilities. We can design ca plan to respond el' <br />fectively.�to various situations; and have proper documentation in place 10 ensure any available <br />funds From the Federal -. _ , will ,_, . to the ,s , eed- <br />ine assistance. <br />Active:Threat Response - The Active Threat Response is comprised of all officers from the Lino <br />Lakes Police Dcpartm nt. The oftt .°rs are trained to respond to critical incidents invol v ing an <br />active shooter in businesses, government buildings and schools within the City of 1,ino l ,ales. <br />The Active Threat Response training was conducted regularly al various locations throughout <br />the city.: Training consists of two hour segments which involve "role playing- scenarios that <br />the unit May encounter. The unit also trained with the use of a variety of firearms at indoor and <br />outdoor:ranges :;to maintain their firearms proficiency. Area school officials hay c been very <br />supportive of the active threat response concept and assisted us with our training scenarios at <br />their schools. <br />Police Officer Training Program (PTO)-The PTO process is 16 weeps long rind consists of four <br />phases. Phases 2'1 -D are each three weeks long and there is a different training office=r fur each <br />phase. In addition to the four phases. there is a two seek mid -term evaluation and a two week <br />final e\ aluation. The PTO program offers some cutting, edge opportunities and challenges for <br />our now officers as they implement problem based learning principals that are unique to this <br />program. Upon successful completion of the program, new officers transition to solo patrol for <br />the remainder of their one year probationary period. Our training officers -were v ery husv in <br />2Q07, training in two new Community Seri ice Officers and four new Police Officers. <br />
