• <br />• <br />Based on discussions following the submission of the Water and Wastewater <br />Utility Rate Study dated October 1, 2007, we have developed a revised water <br />conservation rate structure. The revised structure includes separate blocks and <br />rates for residential and non - residential customers. In addition, separate blocks <br />were created for non - residential domestic /processed and irrigation use. The goal <br />of the revised rate structure is to encourage conservation by reducing excessive <br />irrigation use, while being mindful that much of the non - residential domestic <br />water use is non - discretionary. <br />The first step in configuring the block rate structure was to determine <br />discretionary vs. non - discretionary (irrigation) use among residential and non- <br />residential customers. This involved reviewing detailed consumption records <br />provided by the City. Below are some highlights on past water use in the City: <br />Winter water use (Quarter 1, 2006 data) <br />• The average residential winter water use was 16,072 gallons in <br />quarter 1 of 2006 and 15,901 in quarter 1 of 2007. <br />• 98.6% of residential users used 40,000 gallons or less (98.7% in <br />quarter 1 of 2007). <br />• Only 52 customers (1.4% of users), used more than 40,000 gallons <br />(53 in quarter 1 of 2007). <br />• 95.3% of residential users used 30,000 gallons or less (95.0% in <br />quarter 1 of 2007). <br />• 181 customers (4.7% of users), used more than 30,000 gallons (201 <br />in quarter 1 of 2007). <br />Winter water use is a good indicator of non - discretionary water use. As shown <br />above, 98.6% of all residential users consumed less than 40,000 gallons per <br />quarter. Therefore, our assumption was that water consumption over 40,000 <br />gallons per quarter is due primarily to irrigation. Summer consumption statistics <br />include: <br />Summer water use (Quarter 3, 2006 data) <br />• Average residential water use is 46,700 gallons. <br />• 43.3% of residential users use 40,000 gallons or less <br />• 936 or 23.8% of residential customers use 80,000 gallons or more in <br />the summer months, which is double what 98.6% of customers use in <br />winter. <br />• 247 or 6.7% of residential customers use 120,000 gallons or more in <br />the summer months, which is triple what 98.6% of customers use in <br />winter. <br />The city's goal of 75 gallons per capita daily would equate to 20,250 <br />gallons /quarter for a 3- person household, or 40,500 gallons /quarter for a six - <br />person household. <br />AMENDMENT TO: Water and Wastewater Utility Rate Study — Dated October 1, 2007 <br />1 <br />
