The Community Er rgency Response Team � concept` was: developed and implemented by the Los .ynaeles City Fire Department (LAFD i in 1985. The :Whittier. CERT training provides communit,. self - sufficiency through the development of citizen response teams that can assist others by pro - vidirig;vital services in the ahsence of emergency responders, whose aniv al may be delayed due to d :10. geevent. CERT is about readiness, people helpinrg people, rescuer safety, and doing the greatest good for the greatest number. CERT is a positive and realistic approach to emergency and disaster situation§ where citizens will be initially on their on and their actions can make a difference.
