• <br />• <br />• <br />AGENDA ITEM 3A <br />STAFF ORIGINATOR: Julie Bartell, City Clerk <br />DATE: June 23, 2008 <br />TOPIC: 2nd Reading and passage of Ordinance No. 10 -08, <br />establishing a moratorium on the issuance of off -sale <br />liquor licenses in the City of Lino Lakes <br />VOTE REQUIRED: Simple Majority (3/5 Vote) <br />BACKGROUND: <br />During discussion of a new off -sale liquor license on May 27, 2008, the council <br />expressed a desire to review the current liquor ordinance. <br />Subsequently, at the work session on June 2, 2008 the council directed staff to <br />prepare a moratorium ordinance restricting issuance of off -sale liquor licenses for <br />six months to allow time for review of the city's current off -sale liquor licensing <br />regulations as they relate to number, location and proximity. <br />The council approved first reading of Ordinance No. 10 -08 on June 9, 2008. If <br />the second reading of this ordinance is approved, the ordinance will be published <br />and take effective 30 days following according to the Lino Lake City Charter. <br />The effective date would be July 30, 2008; the term of the moratorium is six <br />months. <br />OPTIONS: <br />1. Approve 2nd Reading of Ordinance No. 10 -08 establishing a moratorium <br />on the issuance of off -sale liquor licenses in the city. <br />2. Deny 2nd Reading of Ordinance No. 10 -08. <br />RECOMMENDATION: <br />Option No. 1 <br />
