• <br />England would typically be assigned to provide real estate paralegal services to Lino Lakes. If <br />the City had a need for specialized advice such as on right -of -way /telecommunications issues, <br />• we have recognized experts in -house such as Jim Strommen or Bob Vose to provide advice on <br />those selected matters. Bob Lindall will be available to handle real estate matters as a back -up to <br />Corrine. Bob is certified by the Minnesota State Bar Association as a Real Property Law Specialist. <br />We may also use the expertise of our experienced associates, Sarah Sonsalla or Linda Thompson to <br />assist Mike and Corrine. We want to emphasize our dedication to oversight of City work: Mike will <br />remain responsible for the selection, direction and review of the work of all attorneys and <br />• professional staff who assist on Lino Lakes matters. <br />5. Allocation of Work <br />Mike Norton will be providing the majority of services to the City and in his absence or <br />unavailability, Corrine Heine would assist in order to maintain continuity and efficiency in how <br />• we provide service to the City. If work is delegated to other attorneys, Mike would still be <br />responsible for working with the City Administrator or designated staff and the assigned attorney <br />to establish a deadline for "deliverables" to be provided to the City, and manage coordination <br />issues to insure the deliverables are timely and address the issues raised by the City. As an <br />example, Mike may prepare an opinion relating to a zoning matter, but could assign legal <br />research or initial drafting to an associate or other shareholder in the firm with expertise and <br />• experience in a particular area. Similarly, in the area of real estate transactions, it is almost <br />always more efficient for an experienced paralegal such as Cathy Rocklitz to prepare the <br />required documents for a real estate closing for review by the assigned attorney, typically Mike <br />or Corrine. The bottom line is that Mike remains responsible for the coordination and delivery <br />of services to the City regardless of who the assigned attorney or support person may be. <br />• <br />• <br />6. Current Responsibilities <br />Mike currently serves as City Attorney for Crystal and Victoria which involve <br />participation at regularly - scheduled city council meetings, but which do not conflict with the <br />City's meeting schedule. Mike is also the City Attorney for Franklin, which does not involve <br />meeting responsibilities. <br />7. Availability of Attorneys <br />Mike has no evening meeting conflicts which would preclude him from the regular <br />attendance at the Lino Lakes city council meetings. Mike is also available during regular <br />• business hours to assist the City via telephone, emails, or scheduled meetings in the City with <br />staff as directed by the City Administrator. Similarly, Corrine Heine has no other evening <br />meetings currently scheduled on the evenings that the Lino Lakes city council meets and is also <br />available for in- person meetings, telephone consultations, and responding by email during <br />business hours in the event of Mike's unavailability, or on projects for which she is responsible. <br />• <br />12 <br />• <br />
