Lead City Attorney <br />Shamus P. O'Meara is a partner at Johnson & Condon and will serve the City of Lino Lakes as <br />Johnson & Condon's Lead City Attorney. Shamus has been a member of our Firm since 1998 and <br />Chairs the following practice groups: Education, Construction, Governmental, Employer Liability, <br />Subrogation, Property and Fire. Shamus has represented businesses and public entities in <br />construction, public sector, and employer liability matters for over seventeen years. Shamus was <br />named an Attorney of the Year for 2005 by Minnesota Lawyer for his work representing school <br />districts, and a Minnesota Super Lawyer in Minnesota Law and Politics for the years 2006 and 2007, <br />for his construction, civil litigation, and education law practice. Shamus has extensive experience <br />representing municipalities, independent school districts, and various other public entities. He also <br />has experience litigating land use, planning, and zoning matters. In addition, Shamus serves on <br />several state and local boards in the areas of facilities management, indoor air quality, development <br />disabilities, and legal defense. <br />Over the past three years Shamus estimates 75% of his practice has related to municipal civil law, <br />including school districts. In the past five years, Shamus has obtained the following sampling of <br />litigation outcomes for the following clients: <br />. <br />Red Lake School District (school shooting) - pre -suit settlement. <br />Rocori School District (school shooting) - pretrial settlement. <br />Bloomington School District (sexual molestation investigation/disposition) - <br />pre -suit settlement. <br />Chatfield Public Schools (transportation contract bidding /antitrust litigation) <br />summary judgment in favor of clients. <br />New Ulm School District (mold /indoor air quality) - $3.85 million recovery. <br />West St. Paul School District (construction defect /ventilation deficiencies) - <br />$372,500 recovery. <br />Kasson - Mantorville Public Schools (construction defect /product liability), pre -trial <br />settlement. <br />Submitted Amicus Brief on behalf of National School Boards Association in <br />Kentucky Retirement Systems, et al v. Equal Employment Opportunity Commission, <br />no. 06 -137 (June 19k 2008), resulting in 5 -4 decision in client's favor. <br />In addition to Shamus's litigation activities, he has also advised school districts and municipalities <br />on the following areas of the law: <br />Construction contract negotiations on behalf of school districts and municipalities; <br />Board policy; <br />Wind energy; <br />Public contract; <br />Open Meeting Law; <br />Safety and emergency preparedness; <br />6 <br />
