WS Item #9 <br />Lino Lakes Public Services Department <br />600 Town Center Parkway <br />Lino Lakes, MN 55014 <br />(651) 982 -2440 Fax (651) 982 -2439 <br />www.ci.lino - lakes.mn.us <br />July 7, 2008 <br />TO: Mayor Bergeson and City Council Members <br />FROM: Rick DeGardner, Public Services Director <br />SUBJECT:Propose Changing Park Dedication Fees <br />RECOMMENDATION <br />Staff is recommending the current park dedication fee schedule be amended as follows: <br />❖ Residential - Increased from $2,075 to $2,500 per unit <br />❖ Commercial /Industrial - Remain at $2,175 per acre <br />BACKGROUND <br />As part of the City Council's 2008 Goals, staff was directed to review the current Park <br />Dedication Ordinance and prepare /present any proposed changes to the City Council <br />for approval. <br />Based on the current Parks, Natural Open Space \Greenways and Trail System Plan, <br />the total value of the parks and trails system (existing and future) amounts to <br />$41,942,900. Assuming a total of 17,068 households at full build -out, the per unit "park <br />dedication" equates to $2,457 per unit. <br />The following assumptions were made: <br />• Land values are calculated at $55,000 per acre <br />• The Parks, Natural Open Space /Greenways and Trail System Plan envisions eleven <br />future parks (land and development), an additional 28 miles of destination trails <br />(including boardwalk), and 15 miles of new linking trails <br />• Future estimated construction costs for destination trails (including several <br />boardwalk sections) are $343,200 per mile, linking trails are $211,200 per mile <br />• It is assumed that all open space and greenway corridors will be addressed within <br />each development and is not part of this analysis <br />• Funding for development of the recreation complex is not included. It is assumed <br />that a large -scale recreation complex would be subject to a referendum, not general <br />funds or park dedication funds <br />The attached report illustrates the methodology used leading to the proposed <br />adjustments to the current park dedication fee structure. The Park Board <br />reviewed /discussed the attached analysis at the February Park Board meeting. If the <br />City Council is comfortable with the rate increase, staff will proceed with <br />implementation. <br />
