WS — Item 10 <br />WORK SESSION STAFF REPORT <br />Work Session Item 10 <br />Date: July 7, 2008 <br />To: City Council <br />From: Gordon Heitke <br />Re: Cancelation of council meetings <br />Background <br />Previous to the recent council meeting on June 23, a communication was sent by the city <br />clerk to all council members informing them that based on the council agenda the mayor <br />did not see any need to hold the pre - council meeting work session and therefore it was <br />cancelled. A council member questioned the mayor's authority to cancel the meeting. <br />Since neither the city charter nor the city code designates this type of authority, advice on <br />this question was requested from the League of Minnesota Cities (LMC). <br />The LMC provided the attached information indicating that cities do not receive direction <br />from state statute in the matter but that the designation of authority or a process to cancel <br />meetings is left to local authorities themselves. The LMC recommends that the council <br />settle the question by establishing a policy or by ordinance or charter amendment. <br />Requested Council Direction <br />Staff is requesting direction from the Council as to what process they would like to <br />institute for cancellation of their meetings. <br />Attachments <br />1.
