City of Lino Lakes <br />REQUEST for QUALIFICATIONS and PROPOSALS <br />for CIVIL LEGAL SERVICES <br />June 1, 2008 <br />I. PURPOSE <br />The City of Lino Lakes is requesting qualifications and proposals for Civil Legal <br />Services from firms experienced in municipal law. <br />II. BACKGROUND <br />The City of Lino Lakes, located in the northeast metropolitan area, is a <br />developing home rule charter city with a population of 21,000. Lino Lakes is <br />governed by a City Council composed of a Mayor, elected for two -year terms, <br />and four Council Members, elected at -large for four -year terms. Lino Lakes has <br />approximately 75 full -time employees, a 2008 total budget of $13 million and a <br />tax levy of $7.8 million. <br />Historically the City has retained a private firm or firms to provide general Legal <br />Services. The City has also selected firms to provide bond counsel service and <br />to work with development issues. <br />III. PROCESS <br />A. The City will use the following process for selecting Legal Service Providers: <br />1. The City intends to award a contract to the proposer based on <br />qualifications to perform the work for the City, cost, and other factors <br />considered <br />2. The City Administrator and City Management Team will evaluate <br />proposals. The City Administrator will recommend to the City Council <br />firm(s) to be considered for appointment <br />3. The City Council will select the firm and award a contract for Civil Legal <br />Services to the City of Lino Lakes <br />1 <br />
