About Patrick Kelly <br />Patrick J. Kelly is a Partner at Kelly & Lemmons and also serves as President of the fine. <br />He has practiced law for over 30 years. He recently ended his term as President of the <br />Minnesota State Bar Association in June, 2007. Mr. Kelly obtained his juris doctor <br />degree from Creighton University School of Law in 1975. Mr. Kelly attended National <br />University of Ireland, with honors, and graduated from Marquette University with a <br />Bachelor of Arts degree in 1971. Mr. Kelly is licensed to practice before all Minnesota <br />and Wisconsin courts, the Federal District Courts in both states, the 8th Circuit Court of <br />Appeals, and the Supreme Court of the United States. He has argued cases before the <br />Minnesota Court of Appeals, Minnesota Supreme Court, and the Federal 8th Circuit Court <br />of Appeals. <br />Mr. Kelly's current representation of municipal entities includes the City of Little <br />Canada, the City of Taylors Falls, White Bear Township, Eureka Township and the City <br />of Gem Lake. In addition, his 31 years advising the City of Maplewood made him one of <br />the longest - serving City Attorneys with any one city in Minnesota's history. <br />Mr. Kelly is aware of the importance of well balanced, orderly, affordable and high <br />quality attractive community development. Mr. Kelly, through his prior and current <br />clients, has extensive experience in land use planning, property development, acquiring <br />properties for community projects such as parks, community centers, and public <br />improvements. <br />Mr. Kelly has established relationships with many Members of Congress and Senate, as <br />well as local law makers. He also has a strong relationship with financial institutions and <br />recognizes the importance of economic vitality in the community. Mr. Kelly assisted <br />bond counsel for the issuance of debt - related instruments and has provided opinions to <br />clients as requested. He has also provided opinions to various cities regarding procedures <br />and compliance with bonds. In addition, Mr. Kelly is a recognized and sought -after <br />arbitrator of labor contract and employment disputes, as well as being a frequent speaker <br />at local and state bar functions. <br />Mr. Kelly's general counsel practice has included development of employment policies, <br />employee seminars, labor negotiations, general advisory assistance, civil service <br />commissions, and frequent lectures on ethics, sexual harassment and discrimination. <br />Mr. Kelly has also served as President of the Ramsey County Bar Association, and <br />Chairperson of the Second Judicial District Ethics Committee appointed by the Supreme <br />Court of Minnesota. <br />
