Amendment to Section 1010 of City <br />Code Regulating Signs <br />APPLICANT: City of Lino Lakes <br />REVIEW DEADLINE: Not Applicable — City Initiated <br />BACKGROUND <br />Following a City Council request to review the City's temporary sign regulations, the <br />Planning and Zoning Board held a public forum to solicit comments from area businesses <br />and institutional uses. Staff also completed a survey of sign regulations for surrounding <br />communities. Nine (9) individuals brought forth suggestions regarding signage needs. In <br />general the respondents requested more flexibility in the annual day allowance, location <br />and duration of temporary sign permits. The board discussed several options in February <br />of 2013 however staff has not made any final recommendations. <br />In September of 2013 the City Council was approached by the pastor of Gethsemane <br />Church requesting additional signage and expressing concern over the limited flexibility <br />for multiple temporary signs on a property. The council directed staff to bring the issue <br />back to the Planning and Zoning board for further discussion. <br />The Board reviewed and discussed several proposed changes at its October 9, 2013 <br />meeting. Comments were forwarded to the City Council and discussed at the November <br />4, 2013 Council work session. <br />ANALYSIS <br />Based on these comments, Planning and Zoning Board's discussion and direction <br />provided by the City Council staff is proposing the following changes. The proposed <br />changes are broken up into three sign categories — Definitions, Permanent Signs and <br />Temporary Signs. Staff will also be proposing some minor technical clarifications. <br />Definitions <br />The term "Advertising Sign" was changed to Off -Premise Sign. <br />The definition for "Non Commercial Speech" was changed to read as follows: <br />1 <br />
