City of Lino Lakes, MN <br />Communication & Citizen Awareness Plan <br />August 1, 2008 <br />Terri Y Heaton <br />Senior Vice President <br />Client Representative <br />Ms. Heaton joined Springsted Incorporated in May 2002 as a Senior Vice <br />President, concentrating her efforts as principal advisor to cities and counties. <br />She is serving clients in the Midwest, assisting them in attaining their financial <br />goals through effective public finance management and economic development, <br />managing operational and structural challenges and developing strong <br />organizational management and human resource teams. Ms. Heaton's focus is <br />with metropolitan suburbs and regional centers. <br />Ms. Heaton has over 24 years of experience in local government finance, most <br />recently as the Chief Financial Officer for the City of Bloomington, Minnesota, <br />where she was instrumental in improving the City's credit rating, ultimately <br />earning an Aaa/AAA bond rating with both Moody's and Standard and Poor's. <br />As a result of her efforts, the City's first popular report, the Corporate Report <br />to the Community, and its budget document continue to receive GFOA awards <br />annually. Ms. Heaton was also the Chief Financial Officer for the City's <br />economic development arm, the Bloomington Port Authority. She participated in <br />the negotiation of and administered development contracts, including the Mall of <br />America tax increment financing project. She facilitated bond defeasances and <br />bond refundings, resulting in present value savings in excess of $30 million. <br />As the City's Treasurer, she had responsibility for the $150+ million combined <br />portfolio of the City, Port Authority and Housing Redevelopment Authority.
