• <br />• <br />• <br />WS — Item 4 <br />WORK SESSION STAFF REPORT <br />Work Session Item 4 <br />Date: Council Work Session, August 4, 2008 <br />To: City Council <br />From: <br />Gordon Heitke <br />Dave Pecchia <br />Re: Professional Services RFPs <br />Background <br />As discussed at the July 7, 2008 work session, the City has received proposals for <br />prosecution legal services as the result of the request for proposals (RFPs) for legal <br />services. RFPs for prosecution legal services were sent to firms known to be interested in <br />submitting a proposal and a notice was listed on the League of Minnesota Cities and City <br />of Lino Lakes web sites. Four proposals for prosecution services were received. <br />Staff has prepared a chart summarizing key information (related to prosecution services) <br />for each proposal. The Chief of Police and Administrator identified the following factors <br />as being most important in the selection of a law firm to provide civil legal services: 1) <br />the lead attorney and assisting attorneys have considerable experience in municipal <br />prosecution; 2) the firm has a sufficient number of attorneys and support staff to ensure <br />availability for court dates and adequate case preparation; 3) the firm will aggressively <br />prosecute criminal cases; and 4) the service rates are reasonable for the value of the <br />service received. <br />The staff finds the proposal submitted by Sweeney, Borer & Sweeney, P.A. to be the best <br />value for meeting the prosecution legal service needs of the City. <br />Requested Council Direction <br />The Council needs to determine how it wishes to proceed in the selection of the law firm <br />to provide prosecution legal services. <br />1 <br />
