MEMORANDUM <br />To: Mayor and Council <br />From: Mary Divine <br />Date: August 8, 2008 <br />Re: City Newsletter article about Charter Amendment <br />I received the following article from the Charter Commission to be published in the city <br />newsletter, with a request to send them the article for review before the newsletter went to <br />print. <br />Lino Lakes Charter Commission Submission for City Newsletter (July 25, 2008 Closing) <br />Referendum Rights Heading to November Ballot? <br />Citizens of Lino Lakes can expect a ballot issue this November that proposes to amend the <br />assessment rules in the current City Charter. In what may prove to be a complex issue, there <br />have been several proposals submitted to the City Council and evaluated by the Charter <br />Commission. <br />On July 17, 2008, the Lino Lakes Charter Commission voted to reject the City Council <br />proposal to amend the City Charter. Under Minnesota law, the council may still place this <br />rejected proposal on the ballot. <br />The Lino Lakes Charter Commission is a fifteen- member body appointed by the District Judge <br />to oversee the City Charter. Established in 1981, the Charter Commission is the only entity in <br />Lino Lake's government that does not fall under the authority of the City Council. The Charter <br />Commissioners are volunteers who do not receive any compensation for their efforts. The <br />Commission may propose amendments to the Charter, as can the City Council. The Charter <br />Commission is completely separate and distinct from the "Citizen's Task Force" (or "Lino <br />Lakes Charter Task Force ") that was appointed by the City Council in February 2007. <br />The Charter Commission encourages the citizens of Lino Lakes to carefully study the <br />proposed changes to the City Charter and cast an informed ballot in November.
