• The wetland restoration for northwest Lino Lakes (the area generally located north of Carl Street <br />and west of 4th Avenue) under the RMP scenario has been used to model the effect of the WPC <br />and conceptual greenway city's greenway system design in addressing downstream volume <br />effects. The plan is shown in Figure 39 in Appendix A. The concept plan increases the viability of <br />development by lowering the water level for the majority of the property while increasing the <br />opportunity for wetland creation, preservation and habitat protection. <br />• The RMP standards modeled for this RMU provide protection for many of the highly susceptible <br />wetlands, but not all. The large area in red on the RMP map (Figure 37 in Appendix A) identifies <br />both upland and wetland. This is an upland /wetland habitat complex, and it is considered a <br />corridor gap area because of fragmentation by existing and planned housing and roads. <br />Fragmentation effects on the habitat functioning should continue to be evaluated and addressed <br />through landscaping strategies, wildlife movement strategies, road design and minimal runoff, <br />and homeowner education. Portions of this gap are included in the city's greenway system <br />shown on Figure 10 -6. <br />Rondeau RMU <br />Existing Conditions Recommendations: <br />• There are large wetlands in the drainage area west of Rondeau Lake that contain plant <br />communities highly susceptible to urban stormwater. Future land use should not use these <br />wetlands for stormwater treatment. Future plans should strive to obtain upland habitat areas <br />around these sensitive wetlands for use as park, volume reduction credit, trails, and stormwater <br />infiltration. Future Neighborhood Park J is proposed to be located in this general vicinity. <br />• Low Impact Development (LID) strategies to maintain recharge and avoid stormwater discharges <br />to Rondeau will need to be employed in any future urban land use. <br />RMP Future Conditions Recommendations: <br />• Stormwater- sensitive wetlands are at risk under current conditions. The City can examine volume <br />reduction practices in the catchments for these sensitive wetlands. <br />Rice Lake RMU <br />Existing Conditions Recommendations: <br />• This subwatershed is a nearly fully developed. Solving resource management problems will thus <br />depend on implementing LID techniques and BMPs. <br />• To the northwest of Rice Lake, three large storm sewer conveyance lines discharge to area <br />wetlands: <br />o One discharges to Rice Lake. The nutrient loading is unknown and if reductions are <br />needed, then partnership with Blaine will be needed. <br />10 -16 <br />• <br />• <br />• <br />
