• <br />• <br />• <br />Northeast Corner of Birch Street and Centerville Road <br />The 40 acres at the northeast corner of Birch Street and Centerville Road has been guided Mixed Use. <br />The intent is to provide an area for higher density housing as well as complementary commercial uses. <br />The City anticipates increasing traffic volumes at this intersection, making it attractive for commercial <br />uses. The future development of the southeast corner as the city's athletic complex will increase demand <br />for some neighborhood or community scale commercial uses near the large park. <br />There are some limitations on the site. Proper access management at this intersection of two county <br />roads calls for careful consideration of driveway locations. In addition, there is the expectation that <br />there will be many pedestrians and bicyclists in the area of the athletic complex, many of them children. <br />Wetlands, a county ditch, and floodplain are additional development considerations. <br />Approximately 80% of the Mixed Use area is expected to accommodate residential development at <br />approximately 8 units per acre. <br />Resource Management Recommendations <br />The resource management recommendations for Planning District 3 are shown on Figure 10 -8. The <br />specific resource management recommendation for the Clearwater Creek RMU follows. <br />Clearwater Creek RMU <br />Existing Conditions Recommendations: <br />• One of the highest concentrations of drained wetlands in Lino Lakes is associated with <br />abandoned ditch 47. This is an opportunity area for obtaining wetland mitigation credit for use in <br />a bank and establishing a greenway corridor. Planning a ditch 47 restoration corridor will be <br />valuable for open space, water quality, and flood control. <br />• The urban area just east of I -35E and south of Cedar Street has several ponds that are expected <br />to overtop in a high rainfall. They are part of a pipe and pond system that is also integrated with <br />the large wetland complex on the boundary with the City of Hugo. A private ditch diagonally <br />crosses I -35E and drains towards the series of wetland ponds. These connect to the large <br />wetland complex and a channel across the wetland complex that travels to the northeast and <br />eventually on to Clearwater Creek. The current and future effects of the pipe and pond drainage <br />system should be investigated for effects on the condition of this wetland complex. The highly <br />susceptible portion of the wetland complex is a hardwood swamp. <br />• Bald Eagle Lake drains into Clearwater Creek. There is a wetland complex off to the northwest of <br />Bald Eagle Lake. A private ditch system remains in these wetlands, but several new pipe and <br />pond systems are connected to these wetlands from interspersed urban development. Several <br />parts of the wetland are moderately sensitive to stormwater inputs. These should be monitored <br />for signs of deterioration from the new urban drainage system. <br />• Bald Eagle Lake is nutrient - impaired and being considered for a TMDL study. Urban discharges <br />will likely be addressed in implementing TMDL goals. <br />10 -21 <br />
