• <br />• <br />• Upland runoff levels should be maintained so as not to negatively affect the few high and <br />medium SWAG wetlands. These areas provide an opportunity to maintain wide multiple use <br />upland buffers. <br />RMP Future Conditions Recommendations: <br />• The majority of flow in this unit comes from outside of the city and no further projects are <br />proposed. Stormwater volume control will be an important issue because of the negative effects <br />it causes to natural stream courses. <br />• The high priority wetlands not associated with the creek should be a protected and buffered from <br />planned land use. <br />• The interstate creates a large wildlife barrier. Mn /DOT should be part of discussions about future <br />opportunities to make this culvert a safer crossing for vehicles and wildlife. <br />Upper Rice Creek RMU <br />RMP Future Conditions Recommendations: <br />• The Upper Rice Creek subwatershed within Lino Lakes was previously evaluated in the Repair <br />Report for Judicial Ditch 4 and Resource Management Plan August, 2007. Catchments URC_001 <br />and URC_002 were defined as part of catchments P_1 and B4_1, respectively, in that report. The <br />report evaluated TP load from each catchment and identified URC_001 as in the middle one -third <br />for TP load and URC_002 as the highest one -third of all areas evaluated. Wetlands throughout <br />each catchment were classified as low restoration potential. Each catchment contains small areas <br />of wetlands that are highly susceptible to stormwater discharge. This RMU is covered by the JD4 <br />RMP Rule. <br />• URC_001 and URC_002 are planned for industrial, commercial and medium density residential <br />land use. Two areas become a concern under future land use scenarios and precautions must be <br />taken to prevent flooding of major roads. <br />o The first, and most important, is the culvert that conveys water from the private ditch <br />south of 35W in URC_001 to JD4 on the north side of 35W. Another drainage route <br />along the south side of 35W must be maintained under future developed conditions or <br />overtopping of 35W could occur. Furthermore, this drainage route will likely see an <br />increased frequency of use under future conditions due to increased flows from URC_001 <br />and should be inspected regularly to assure that it is free of erosion. <br />o The second area of concern is the private ditch crossing of 20th Ave N in URC_001. An <br />outlet for this wetland occurs along the west side of 35E. This outlet must be maintained <br />and regularly inspected when this drainage area develops to avoid overtopping at 20th <br />Ave N. <br />10 -31 <br />
