C� <br />Memorandum <br />To: Mayor Bergeson and City Council Members <br />From: Rick De Gardner, Public Services Director <br />Date: September 2, 2008 <br />Re: Lino Lakes Lions Message Board Update <br />As directed during the June, 2008 City Council work session, staff continues to work with <br />the Lino Lakes Lions Club (LLLC) to place an illuminated message board at the southeast <br />quadrant of Lake Drive and Town Center Parkway. <br />Attached is the most recent proposal submitted by the LLLC. This message board is <br />similar to the scrolling type sign located a few blocks north at Community National Bank. <br />The electronic display is 2' x 7'7" and accommodates approximately 10 characters across. <br />The total bid price is $22,000 (not including sales tax, permits, electrical, data cable /phone <br />line). Mr. Benjamin has indicated that the LLLC has authorized funding for the project in <br />the amount of $20,000. Once final project costs are confirmed the LLLC will need to <br />provide funding for the remaining balance. <br />As part of the joint powers agreement with Anoka County for the recent road <br />improvements, the City will be conveying the parcel of land where the message board is <br />proposed to be installed to Anoka County as right -of -way. Section VI.C. of the Lino <br />Lakes sign ordinance states that "No sign shall be permitted within public road right -of- <br />way...except for traffic control signs, public utility signs, or signs for public parks, <br />governmental buildings, or other such public facilities." If the message board is located <br />in the right -of -way and is related to the City Hall nearby, it can be considered allowable <br />under the sign ordinance. The City will need to apply for a Right -Of -Way license with <br />Anoka County. <br />It is our understanding that Mr. and Mrs. Moser are in support of this project and have <br />signed a letter indicating such. The Council may wish to review this letter and staff will <br />need a copy of the letter for our files. Staff continues to be concerned with the public safety <br />aspect of placing a message board along a county road. Pedestrian /bicycle traffic will <br />continue to increase as the area develops (ie. library, Legacy). <br />City Council Action Items: <br />
