• Local Surface Water Management Plan <br />The City of Lino Lakes completed its Local Surface Water Management Plan (LSWMP) in <br />December 2005. The LSWMP was developed to: <br />• Meet the requirements of Minnesota Statutes 103B and Minnesota Rules 8410, <br />• Be consistent with the goals and policies of the Metropolitan's Council's Water <br />Resources Management Policy Plan, and <br />• Meet the goals, policies, and program requirements of the Rice Creek Watershed <br />District (RCWD) and the Vadnais Lake Area Water Management Organization <br />(VLAWMO) in effect at the time of LSWMP development. <br />Since the LSWMP was created, there have been several significant developments which affect the <br />City's stormwater management efforts. These include the following: <br />• The State of Minnesota Stormwater Manual, developed by MPCA and intended to <br />provide detailed guidance on the application, design, and performance of <br />stormwater BMP's, was released in November 2005 and has been updated since. <br />This Manual is frequently referenced as a source for accepted design standards for <br />various stormwater management BMP's. <br />• The RCWD has adopted district -wide revised rules. The revised rules address <br />stormwater management, erosion control, wetland alterations and other water <br />management - related areas. They were adopted by the RCWD on February 13, <br />2008. <br />• The Lino Lakes Resource Management Plan (RMP) was developed. A draft of this <br />plan was completed in June 2008 as a joint effort between the City and the RCWD. <br />The RMP provides a unique and unprecedented watershed based approach to <br />wetland management within the context of wetland functions and the city's future <br />land use plan presented in this overall Comprehensive Plan. The RMP, as amended, <br />is incorporated in this Comprehensive Plan and is provided in Appendix A. A <br />summary of the RMP is provided in the next section of this chapter <br />• The RCWD has prepared a draft rule to implement the RMP. <br />The LSWMP and the RMP are two major components of the city's Resource Management System <br />Plan that strengthen and streamline wetland and stormwater management programs and provide <br />a development framework for accommodating growth. An overview of the adopted LSWMP and <br />the RMP are provided as these two documents provide the information required for the LSWMP <br />component of the Comprehensive Plan. <br />The RCWD is beginning the process of preparing its "next generation" district -wide watershed <br />management plan, which is expected to be completed within the next two years. Consistent with <br />the City's current LSWMP, the City expects to update its local plan around 2010 or shortly <br />thereafter in order to comply with any new watershed authority requirements that arise out of <br />their updated plan as well as other regional, state, and federal mandates. The RMP, RMP rule, <br />and the RCWD rules are expected to provide an important foundation for the RCWD's next plan <br />update. Therefore, the city intends to wait to fully update its LSWMP until the RCWD and <br />VLAWMO complete their updates. A discussion of the city's future LSWMP update is included. In <br />the interim, the city will continue to work with the RCWD to implement the RMP and associated <br />RCWD rules to manage aquatic resources. <br />• <br />
