• <br />• <br />• <br />Chapter5— Goa /s, Policies, and Action Items. This chapter establishes the goals, policies, and <br />objectives that will guide City water management actions for the time period that the City's <br />LSWMP is in effect. Action items that address Metropolitan Council priorities are listed below, <br />along with comments on the status of the City's efforts to execute those actions. <br />A. Water quantity <br />• Establish standards for stormwater runoff quantity from new and re- <br />development consistent with the RCWD, VLAWMO and NPDES Phase 2 <br />requirements, including peak runoff controls. This has been completed <br />by the City. <br />• Implement and enforce program to detect and eliminate illicit discharges <br />consistent with NPDES Phase 2 requirements. The program has been <br />established and implementation is underway. <br />B. Water quality <br />• Adopt standards for stormwater runoff quality from new and re- <br />developments that are consistent with RCWD requirements. The City <br />follows NURP criteria as well as NPDES Phase 2 permit requirements for <br />its runoff treatment standards. This action has been completed by the <br />City. <br />• In cooperation with RCWD and VLAWMO, establish target maximums for <br />key pollutants adversely affecting streams and lakes. TMDL studies are <br />currently underway for Centerville /Peltier Lakes and the Lower Chain of <br />Lakes as well as Hardwood Creek. A TMDL for Clearwater Creek is <br />planned for 2009. <br />C. Wetlands <br />• Have the RCWD and the VLAWMO implement the Wetland Conservation <br />Act within the City. Agreements have been reached with both watershed <br />authorities to perform this function. <br />• Assist the appropriate watershed organizations in the development of a <br />comprehensive wetland management plan. In cooperation with the <br />RCWD, the Lino Lakes Resource Management Plan (RMP) was completed <br />in June 2008 and is currently undergoing final agency review and <br />approval. <br />D. Erosion and Sediment Control <br />• Comply with provisions of the NPDES Phase 2 permit for construction site <br />runoff control, including updating ordinances as necessary. This item <br />has been completed. <br />E. Public Participation, Information, and Education <br />• Implement multiple projects (specified in LSWMP) that fulfill the public <br />education and outreach intent and requirements of the City's NDPES <br />Phase 2 MS4 permit. The City has completed the identified projects and <br />thereby fulfilled the requirements. <br />
