1991 COUNCIL BUDGET PUBLIC HEARING NOVEMBER 29, 1990 <br />at more than doubling salaries. This does not mean that the City <br />is hiring any new employees. Employees will be shifted from <br />another department to the Parks Department. <br />Mr. Schumacher explained that it appears that there will be no <br />reduction in the number of police officers in the Police <br />Department. He explained an indepth study was completed several <br />years ago that indicated Lino Lakes did not have enough officers <br />per capita to cover the City. Although the City lost about <br />$88,000.00 in revenue from the City of Centerville, there should <br />not be a reduction in the number of officers in the Police <br />Department. The staff will have to look elsewhere for the <br />revenue to fund the Police Department at its current operating <br />level. <br />Jim Kensy, 7779 Meadowview Trail said he did not care if his <br />neighbors treated their Oak Wilt diseased trees. Mr. Schumacher <br />said the only cost is the Lino Lakes portion of the cost of the <br />vibratory plow in the amount of $11,775.00. There will be <br />charges to the homeowners to cover this cost. Mr. Kensy asked <br />why the City should get involved with eliminating Oak Wilt <br />disease when there are private companies doing the same thing. <br />Mayor Bisel said that this area will be looked at by the Council. <br />Mr. Kensy said he had contacted the city offices and had received <br />a handout. It was outdated. He asked what the citizens are <br />getting for $67,000.00 spent for the Planning Department. Mr. <br />Schumacher explained that this cost includes part -time staff <br />support. Mr. Kensy asked what the City Planner had done to earn <br />this type of salary. Mr. Schumacher explained that he is <br />responsible for the Design Review Board (DRB) and any development <br />for the City. He is also responsible for the Economic <br />Development Committee (EDC) and for promoting economic <br />development in the City. <br />Mr. Kensy asked what is the population of Lino Lakes. Mr. <br />Schumacher explained over 9,000 people. Mr. Kensy said he had <br />called cities of similar size such as Spring Lake Park, Ham Lake, <br />and Arden Hills. None have on staff planners. Mr. Kensy also <br />noted that the City of Blaine which is three (3) times larger <br />than Lino Lakes has a Planning Director and two (2) assistants. <br />Mr. Kensy again asked what Lino Lakes is getting for $67,000.00. <br />Mayor Bisel said he would look into this comment. Council Member <br />Reinert said he would guarantee that this is a concern of his. <br />Mayor Bisel noted that Lino Lakes is growing fast. At one time <br />this year there were thirteen (13) subdivisions on the drawing <br />board. Mr. Kensy addressed the matter of the City Attorney. Mr. <br />Schumacher said that this is one attorney whose expenses are <br />divided into different areas.
