BOARD OF REVIEW MINUTES April 28, 2014 <br />APPROVED <br />1 CITY OF LINO LAKES <br />2 MINUTES <br />3 BOARD OF APPEAL <br />4 <br />5 DATE : April 28, 2014 <br />6 TIME STARTED : 6:15 p.m. <br />7 TIME ENDED : 6:40 p.m. <br />8 MEMBERS PRESENT : Council Member Stoesz, Roeser, Rafferty, <br />9 Kusterman and Mayor Reinert <br />10 MEMBERS ABSENT : none <br />11 <br />12 Staff members present: Community Development Director Michael Grochala; City Clerk Julie <br />13 Bartell; Anoka County Assessor Staff present: Alex Guggenberger, Assessment Compliance <br />14 Coordinator; Peggy Nordrum, Appraiser; Dan Esichens, Commercial Appraiser <br />15 <br />16 Mayor Reinert reviewed the process that would be used for the meeting. <br />17 <br />18 Anoka County Appraiser Nordrum explained that after appellants are called on to present their <br />19 appeals, county staff will respond if they've had opportunity to review the appeal. She explained the <br />20 qualified sales that were used in this year's assessment process. The county has received 55 phone <br />21 calls to date regarding Lino Lakes' property (and has visited 17). Staff was able to resolve the issues <br />22 brought up by those calls and in some cases changes were made. Overall, she noted, values in the city <br />23 are going up and that tends to generate valuation questions. <br />24 <br />25 The council heard from the following appellants: <br />26 <br />27 Annette Hanson, 1036 Evergreen Trail Ms. Hanson explained concern about the value of her <br />28 property. She is in the north area of the city where there are fewer amenities. There is a property in <br />29 her neighborhood that is actually nicer than her home and it is for sale for less than her value. She <br />30 thinks it is about $15,000 to $20,000 overvalued. Ms. Nordrum recalled that she visited the property <br />31 in 2010 and will do so again. There does seem to be some difference in the climate in the <br />32 neighborhood and she'll be glad to investigate. The mayor suggested that the board will reconvene <br />33 to consider additional infouuation on the property when that is available. Council staff verified that <br />34 the Board could reconvene within the next twenty days. <br />35 <br />36 Council Member Kusterman confirmed that any reduction in the valuation for this property would <br />37 result at some point in consideration of reducing other property values in the area. <br />38 <br />39 Tom Jackson, 6910 Otter Lake Road — Mr. Jackson is asking for a $32,000 reduction in valuation. <br />40 This is a light industrial site that includes a non- comforming residence that is no longer habitable. <br />41 While he fully intends to remove the inhabitable property as required, he'd like that recognized in the <br />42 valuation. Mr. Eichens said he saw the property in 2012 and at that point the residence was <br />43 occupied. Since that is no longer the case, he is willing to take another look. The mayor agreed that <br />44 the board will also consider any new information on this property when they reconvene. <br />45 <br />1 <br />
