I also certify that on August <br />20, 2008 (within 10 days after receipt of the petition), I delivered to petitioners a certificate <br />explaining that the petition was insufficient because of deficiencies in certain signatures; and that <br />I have examined a supplemental petition submitted by the petitioners on August 28, 2008 (within <br />10 days after the date of the certificate describing the initial insufficiencies).
