Chapter 3: Land Use Plan <br />Frequently Asked Questions <br />What is the purpose of the Land Use Plan? <br />The Land Use Plan will provide a guide for managing future development and growth by determining <br />future land uses, development intensity, and utility staging in Lino Lakes. <br />What kind of development is planned in Lino Lakes? <br />Lino Lakes in 2030 will include a variety of land uses, providing housing options for residents, commercial <br />and industrial areas for new jobs, and valuable park and open space areas. The City's predominant future <br />land use is single family residential. Areas guided medium and high density residential will allow for a mix <br />of housing types, which is consistent with the 2030 Vision goals. Areas of medium and high density <br />residential are located to provide buffers between low density residential areas and more intense uses, <br />such as commercial and mixed use areas or higher traffic roadways. Industrial uses, which could include <br />uses such as manufacturing, processing, and warehousing, are concentrated along major regional <br />transportation corridors - I -35E and I -35W - to provide for convenient transportation access. The Land <br />Use Plan also includes several mixed use areas, which are intended to provide for a mix of housing types, <br />retail, and office uses. Some of the proposed mixed use areas are located at key intersections in Lino <br />Lakes to signify gateway points into the community. Commercial areas are identified along major <br />roadways within the City, as these users benefit from higher traffic volumes and greater visibility. Rural <br />land use areas are those areas that are not intended to receive sewer service due to topography and soil <br />issues. Development in rural areas will consist of residential single family at very low densities that can be <br />supported by individual septic systems. <br />What is a Utility Staging Plan? <br />A utility staging plan identifies the anticipated location and timing of municipal sewer and water service. <br />The staging area boundaries are based on the city's sewer districts, current development patterns, <br />transportation infrastructure, and land needed for forecasted growth. The Staging Plan establishes the <br />pattern, timing, and location of future growth to 2030 and beyond. The Staging Plan cannot force <br />development to occur; rather it prohibits urban growth from occurring outside areas planned for utility <br />service. The Staging Plan includes three stages that are tied to approximate time frames: Stage 1 (2008 — <br />2020), Stage 2 (2020 -2030) and Stage 3 (post 2030). To promote an efficient future development pattern <br />in this area, residential development located outside the current staging area will be limited to one unit <br />per 40 acres. <br />What is the Urban Reserve land use designation? <br />The purpose of the Urban Reserve area is to preserve land for post -2030 urban development. To promote <br />an efficient future development pattern in this area, development located outside the current staging area <br />will be limited to one unit per 40 acres. Therefore, a minimum parcel size of 80 acres would be required <br />for lot splits. This limit prevents the spread of scattered large lot development that poses future obstacles <br />to urban development. This limit will allow for more efficient infrastructure provision once the market is <br />ready and the City has determined that more intense development is appropriate in these areas. The <br />Urban Reserve is not permanent, as this area will be reviewed at least every 10 years as part of the <br />
