The cities are in descending <br />population order . Following the <br />population the tables show five <br />values. The assessed value is first, <br />followed by the tax increment <br />value and contribution value <br />which, when subtracted from the <br />assessed value, give the taxable <br />value. <br />For those cities containing <br />power line assessed value, this <br />value is not shown separately but <br />has been subtracted to arrive at <br />the taxable value. The final value <br />is the fiscal disparity distribution <br />value. This value times the <br />governmental unit's payable 1987 <br />mill rate yields its 1988 fiscal <br />disparity distribution tax. The <br />1988 distribution tax was <br />subtracted from the governmental <br />unit's payable 1988 tax levy to <br />determine its local levy. The local <br />levy divided by the taxable value <br />for local purposes yields the local <br />mill rate. <br />In many cities more than one <br />total mill rate exists, therefore the <br />mill rates for governmental <br />subdivisions are average rates. The <br />major local mill rate is the total <br />mill rate which applies to the <br />majority of value in the city. <br />The taxes shown by county, city, <br />school district, and special taxing <br />district pertain to the local levy on <br />local taxable value. The increment <br />levies arc separate as well as <br />contribution levies. The contribu- <br />tion assessed value for taxes <br />payable in 1988 wasa taxed at the <br />area -wide rate of 118.812 mills. <br />The total tax burden on all <br />property in a city is the sum of the <br />various levies plus the power line <br />levy if it exists for the city. <br />Table II: <br />Non - metropolitan area <br />The population cited for each of <br />the 126 cities in the non - <br />metropolitan counties on Table II <br />is the most recent estimate as of <br />April 1, 1987. The cities are in <br />descending population order for <br />easy comparison of the data for <br />municipalities of similar size. <br />Table II contains the same <br />information for the non - <br />metropolitan cities as Table I <br />included for the metro cities.
