The lowest <br />average mill rate was 89.633 in the city <br />of Monticello. <br />Table II contains the same informa- <br />tion for the non - metropolitan cities as <br />Table I included for the metro cities. <br />The major difference is fiscal disparities <br />which applies only in the seven - county <br />metropolitan area. Special taxing dis- <br />trict levies on Table II for the non - <br />metropolitan counties include levies for <br />watersheds, hospitals, housing and <br />redevelopment authorities, sanitary <br />sewer districts, port authorities, transit <br />commissions, and regional develop- <br />ment commissions. <br />When reviewing the per capita statis- <br />tics for payable 1987, findings show an <br />average taxable value per capita of <br />$4,408. The range is from a high of <br />$31,734 in Monticello, $14,632 in Red <br />Wing (due to the public utility plants in <br />those cities), and $6,934 in Rochester; <br />to a low of $1,525 in South Interna- <br />tional Falls. The average per capita for <br />gross taxes levied is $591, with highs <br />of $2,875 in Monticello, $1,398 in Red <br />Wing, and $920 in Cambridge, and a <br />low of $229 in Warren. The average <br />homestead credit per capita is $131, <br />with highs of $280 in Chisholm, $253 in <br />Virginia, and $252 in Ely, and a low of <br />$53 in Sandstone. The high average <br />homestead credit in Chisholm, Virginia, <br />and Ely is due to those cities receiving <br />both the 54 percent homestead credit <br />and the taconite homestead credit. <br />Table II.
