DATE March 26, 1984
TO Honorable Mayor and City Councilmembers
PROM Randall B. Schumacher, City Administrator
SUBJECT: 1984 Budget
Enclosed herein is the 1984 City of Lino Lakes Budget for the General
Fund, Dedicated Park Fund, Capital Improvement Fund and Sewer and Water
Fund. Also included are Summary of Activities Statements for the
Community Development Block Grant Fund, LAWCON Grant Fund, Minnesota
Housing Revenue Bond Fund and Interest Fund as well as Summary
of Activities Statements for all Assessment Bond Funds.
The Budget reflects City Council decisions made after the City Auditor
presented his views on the trends in the State Legislature and since
the Council reviewed the City Administrators draft Budget in September,
1983. The Council reviewed the Budget on several occassions and adopted
the Budget on December 27, 1984.
During 1983 construction of an addition to City Hall began. This
addition will house a Senior Center and new council chamber.. The
1984 Budget reflects expenditures to complete the council chamber.
The Senior Center is being financed by Community Development Block Grants.
Some key principals on which the operational budget has been developed
include:
...Provide basic services which are financed at adequate levels.
...Estimate revenues at realistic levels.
... Maintain and enhance the quality of life in Lino Lakes through a broad mix of
services.
