The MD &A letter will be similar to (although will not replace) the current <br />letter of transmittal. Currently, Securities and Exchange Commission (SEC) regulations <br />require private sector registrants to provide a MD &A letter discussing financial <br />conditions, results of operations, etc. <br />I SUMMARY 1 <br />During 1997, we recommend that the City: <br />* Continue to monitor actual versus projected area and unit assessment collections to assure <br />that the debt payment requirements will be met in the Area and Unit Charge Fund. <br />(Page 25) <br />* Determine a funding source for the fund deficit and close this fund once the projects are <br />completed. (Page 30) <br />* Continue to maintain detailed records of amounts due from developers and assure that <br />adequate deposits are received prior to incurring expenses on a developer's behalf. <br />(Page 44) <br />
