Pecchia, Public Safety Director <br />MEETING DATE: December 8, 2008 <br />TOPIC: 1st Reading of Ordinance No. 17 -08, Amending <br />Chapter 503 of the Lino Lakes City Code by changing the <br />definition of a private kennel <br />VOTE REQUIRED: 3/5 <br />BACKGROUND <br />On November 3, 2008, the city council received a request from a Lino Lakes resident to <br />amend the Lino Lakes Animal Ordinance. The current ordinance states that any <br />resident who owns 3 dogs on one acre of land must obtain a private kennel license. Any <br />resident with a lot Tess than one acre can only own two dogs. The request was to add a <br />provision to allow foster dogs in addition to the 2 dog limit on a less than 1 acre parcel <br />of land to the current animal ordinance. <br />The council has considered options to address this situation, including: no change to <br />the regulations, a special allowance for fostering, changing the number of dogs allowed, <br />or changing the acreage requirement. The council also reviewed kennel licensing <br />requirements for surrounding cities. <br />At the December 1, 2008 work session, the council directed staff to prepare an <br />amendment to the city code that would increase the number of dogs allowed (without a <br />private kennel license) from two to three. <br />RECOMMENDATION <br />First reading of Ordinance No. 17 -08, amending Chapter 503 related to Animal Control, by <br />changing the definition of a private kennel. <br />
